Skinner who developed teaching machines and even trained pigeons during World War II to pilot and detonate bombs and torpedoes. “If you can train a pigeon to fly up there and press a button and set off a bomb” Guines remarked “Why can’t you teach human beings to behave in an effective and rational way? This is the biggest thing happening in education today.” This mastery learning/direct instruction program resulted in the deliberate dumbing down of many of the nation’s young people, especially in the inner city schools ,and is now, in 2006, being implemented across the country for all children, under the guise of research- based reading instruction based on phonics.
