Jack Minzey, in Community Education: An Amalgam of Many Views”, Phi Delta Kappan, November 1972, calls for coordination by the schools of the activities of the many social and governmental resources within the community. This is a socialist concept which does away with elected officials, implements participatory democracy and institutes community “councils” for decision-making.
